The Decentralisation and Municipal Support project

The Decentralisation and Municipal Support project (DEMOS) is at the forefront of the Democratic Governance and Decentralisation domain of the Swiss Cooperation Office Cooperation Strategy 2013-2016 for the Republic of Kosovo.


The overall goal of DEMOS is to support Kosovo in its transition process towards a democratic, decentralised state in which municipalities exercise socially inclusive governance and provide effective services responding to citizens’ priorities and needs.
DEMOS supports municipalities to achieve visible and tangible improvements in the delivery of their services to their citizens through the following intervention lines:
  • Improving public service delivery in public space, municipal traffic and waste management;
  • Improving financial administration and transparency;
  • Improving the democratisation of local governments and the participation of citizens in decision making;
Contributing to an improved and more harmonised policy framework for local governance.

The long-term vision

The Decentralisation and Municipal Support Project (DEMOS) has been designed to support good practices of visible and tangible change of municipal services for citizens. The long-term vision of DEMOS is that:
  • Municipal administrations, mayors and assemblies work in a modern state, providing services adapted to citizens’ needs
  • Municipalities put particular attention to transparency and to consultation with their citizens, so that citizens know what the public administration does, and take an interest in it
  • Municipal own source revenues have substantially increased and municipal financing is transparent and more predictable.

Geographical coverage

DEMOS works with 17 partner municipalities that are clustered in three regions: Western, Central and in the Eastern part of Kosovo, covering around 40% of the Kosovo population (approximately 700,000 citizens).
